Latent Power increases your Affinity and reduces your stamina depletion by a set amount after being in combat for 2 minutes or getting hit between 120 to 150 points of damage, whichever comes first. The bonus increases with the Latent Power level.

The effect of Latent Power also lasts for 2 minutes, and can be extended further with the set skill Thunderous Roar.

Remain in Combat for Two Minutes

Latent Power Activation

The main condition for activating Latent Power is to be around a monster for 2 minutes. While active, the affinity and stamina bonuses last for two minutes, after which you'll need to wait two minutes for Latent Power to activate again. Taking or dealing damage does not appear to speed up the cooldown.

Check The Remaining Time on HUD

Latent Power Remaining Time
Once Latent Power activates, you can track the remaining time on the upper left portion of your screen right above your health bar.

Extend Duration With Rey Dau Armor

Latent Power's duration can be increased with the Thunderous Roar skill by wearing Rey Dau armor. Equipping two pieces extends the effect by 30 seconds while 4 pieces extends it by up to 90 seconds.

Taking Enough Damage Activates Skill

Latent Power Damage Activation

Taking enough damage while Latent Power is equipped can immediately activate the skill. Based on our testing, taking between 120 and 150 damage in total while a monster is around will activate the skill even before the usual 2-minute activation. Although risky, it's one way to get the bonuses faster.

I think you also need to be in a detected state when taking damage to speed it up, maybe to prevent activation from barrel bombing yourself when no monsters are nearby?

The damage to activate they state here is the amount "you" take. Not deal. This skill sense it came out in the monster hunter series has always been one you can rush activate via tanking damage. OR waiting for it to turn on it own after a timer.
