Underwater combat was introduced in the third generation of Monster Hunter games and though initially innovative, it was met with mixed reviews, and the series has since moved away from it. Monster Hunter Wilds continues this trend and will not include underwater combat.
There are locations in the game where you can dive to travel between areas. While diving, you can use the Capture Net or the Slinger Hook, but you cannot control the Hunter, except for their speed.
