Charge Master provides an additional modifier on the Elemental Damage and Status Build-up of attacks that have the Charge mechanic. Again, like in previous titles, Charge Master is only a supplementary Weapon skill.
It is best to add Charge Master after completing your elemental damage foundation with Coalescence or Burst as these have better damage scaling; at least before Element and Status receive more skills to support them. Additionally, you can also use Charge Master as a placeholder while you are farming said decorations.

◈ The values here have been tested in the Training Area and calculated personally by our team. If there are any mistakes or necessary adjustments, please comment below!
Each weapon with a Charge attack will have varying Elemental modifiers, wherein weapons with multi-hit Charge attacks will have weaker modifiers for Elemental Damage!
When comparing numbers, the Gunlance and the Bow have abysmal modifiers, but the Great Sword and Lance have the highest modifiers. Despite this difference, the Bow can outperform said weapons as its fast charge attacks can quickly ramp up Elemental Damage.
These differences in modifiers allow the game to balance out weapon damage scalings to avoid making Elemental Damage significantly broken for fast weapons while incentivizing its use for slow but hard-hitting weapons.

◈ The values here have been tested in the Training Area, with each bracket serving as the first, second, and third proc of Paralysis. For melee weapons, we only counted when the status ticked. Additionally, ST stands for the Status damage of the weapon.
Like with Elemental, each weapon with a Charge attack has different scaling, whereas weapons with multi-hit Charge attacks like the Sword and Shield and Insect Glaive generally have low modifiers for increased Status Build-up!
When comparing numbers, the biggest winners are the weapons that reliably use Charge attacks, like the Hammer and Insect Glaive. The Lance, however, gets the short end of the stick due to the slow nature of Charged Counter.
Generally, it would be best to only invest in the first or second level of Charge Master when focusing on status. The results show the most significant jump from neutral with two levels, while the third level lessens the ticks needed to proc a Status only by a minuscule margin.
Additionally, while Gunlance has a charged attack, Shelling damage does not inflict Status damage; hence it is not included in the table!

Hey so why does Charge Master work with Sword and Shield but Focus does not? Is it because all of the SnS charge attacks do not improve from holding the charge longer and the charge is only to delay the timing?

You're right! Focus doesn't increase the damage of SnS's charge attacks, nor does it reduce their charge time. The delay in SnS charge attacks is there to give you time to carefully choose your next attack.
