The best Palico weapon for a non-damage oriented Palico build is the Blossomtide exclusive Felyne Butterfly Wand α, due to its Paralysis Attribute. This makes the Palico capable of paralyzing monsters, giving the Hunter big openings to work with.
Compared to the Felyne Barina Needle, the Butterfly Wand has more Element and Melee, in exchange for less Ranged damage and affinity, essentially reducing your Palico's total damage in exchange for a higher chance to inflict Paralysis. If you are unable to craft the Butterfly Wand, the Barina Needle still serves as a great alternative that can be crafted even once the event period is over.
For pure damage, however, the F Guardian Ark Sword α is recommended due to it having a high Raw attack stat, enabling the Palico to do more damage with its attacks.

The best Palico armor, on the other hand, comes down to a choice between the Athos Set or the F Numinous α Set.
The former has less defense, but has good elemental resistances across the board. The latter has the higher defense, but has less resistances overall, and is especially weak to Dragon.
