Fucium Ores are mined from Mining Outcrops in the High Rank version Ruins of Wyveria. It is recommended to have three levels of Geologist equipped to maximize efficiency when farming.

Bypass Mining Outcrop Cooldown with Optional Quests
Mining Outcrops normally have a 15 minute cooldown which can be bypassed by starting an Optional Quest in Ruins of Wyveria, harvesting the Mining Outcrops, and then selecting "Return from Quest" in the menu.
How to Get Fucium Ore
Must Unlock High Rank Ruins of Wyveria First
To get Fucium Ores, players must first unlock the High Rank version of Ruins of Wyveria by reaching HR 20 and completing the Wyvern Sparks and Rose Thorns Mission. Unlike the other locales, the High Rank version of Ruins of Wyveria is not automatically unlocked once the players reaches High Rank.
Once unlocked, the easiest way to get Fucium Ores is to find Mining Outcrops scattered across Ruins of Wyveria.

While there are a lot of Mining Outcroups in Ruins of Wyveria, do keep in mind that Fucium Ore is rare and the collected materials from mining is not guaranteed to be a Fucium Ore.
