Players must be at least HR 100 to take on the There Goes the Neighborhood Event Quest.

From the Quest Counter, select the Event Quests Tab and select There Goes the Neighborhood to accept this quest. You can do this by speaking to Alma or opening the Quest Counter from the Tent.
