Icium can only be mined from Mining Outcrops on both Low Rank and High Rank Iceshard Cliffs.
It's recommended to have three levels of Geologist equipped and set the environment to Plenty to maximize efficiency when farming.

Bypass Mining Outcrop Cooldown with Optional Quests
Mining Outcrops normally have a 15 minute cooldown which can be bypassed by starting an Optional Quest in Iceshard Cliffs, harvesting the Mining Outcrops, and then selecting "Return from Quest" in the menu.
The recommended Optional Quests to farm Icium in is The Nerscylla's Hunting Grounds and Aberrant Atrocity. They are High Rank Optional Quests in the Iceshard Cliffs with the Plenty State, allowing you to get more Icium.
