You can get the Royal Order Certificate II by taking on Follower Collab Quests from MR 4 and up. These quests can be received by speaking to people around Elgado and Kamura with the purple speech bubble.
Sometimes, you'll also receive the Royal Order Certificate I as well for MR 4 Follower Collab Quests. You can also get this item with the Royal Order Certificate III for higher-ranked quests.

The Dignified Armor lets you dress like Rondine, the trader in Kamura! This armor set comes with Rapid Morph and Evade Extender, which should be useful for Switch Axe users like herself. The set unlocks as soon as you receive a Royal Order Certificate II from Follower Collab Quests.
You'll also need the Royal Order Certificate II to forge higher-rarity Royal Order weapons such as the Dual Blades and Bow. The blueprints for these weapons are rewarded for completing certain Follower Quests.
