In our experience, the upgrade blueprints won't unlock either if you don't have the required materials.
Only the initial weapon blueprint materials or including the upgrade?
Hey Anon! The unique items required to craft this weapon tree (Butterfly Beetle and Split-Jaw Buttlefly) come from sending your buddies to the Mushyroom Market in the Argosy. Hope this helps; let us know if you have these items already but still don't have the weapon tree unlocked. But the rule of thumb is usually to get all the materials required for that weapon in order to unlock the blueprint in the Smithy.
