Suja Textiles can be acquired by trading Dragonscale Vases you have on hand to Sekka, or Ancient Wyvern Coins from Gawdygog. Sekka can be found in Suja, Peaks of Accord, in the Ruins of Wyveria, while Gawdygog is located in Wudwud Hideout in Scarlet Forest .
However, note that trader inventory rotates daily in-game, so try rechecking at a later time or resting first if the item you're looking for doesn't show.

Use the Dragonscale vases to trade with Trader Sekka to obtain the Suja Textiles.

Hello! Upon checking in-game, Dragonscale Vases are gatherable from Ancient Relic nodes in the overworld, although they do have a low drop rate. Hope this clears things up!
