For the record, I caught mine during Sandtide
I captured mine while mounted on a Seikret. It took a good while running after it but at some point during the chase, it stopped running and jumped around in-place long enough for me to net it.

Guaranteed (?) spawn when starting “a leviathan’s temper”, north-north east of the oasis (south of the middle large rock formation)
Seems like I can get closer to the Sandstar while riding Seikret, I can catch it by aiming capture net above its head

Got mine from resting until nighttime with plenty, seems it can spawn in either
Above comment worked for me, nighttime on nothing and plenty resulted in no spawns, spawned first try on nighttime fallow
May also need to be in season of fallow
