Bahari the Scientist will give you Anomaly Tickets after doing Anomaly Quests. After clearing the first Afflicted Quest involving Arzuros, speak to him at the Outpost to get these tickets.

Along with Afflicted monster materials, some weapons need Anomaly Tickets for it to be enhanced to its Rarity 10 upgrade at the Smithy.

Note that not all weapons need Anomaly Tickets to reach its max upgrade in its own weapon tree.
