Found as a bonus item in the Sunsnug Fruitfair of the Argosy missions. |
You can only obtain the Springnight Carp as a bonus item from Argosy missions. You have to send a buddy to the Sunsung Fruitfair and get one of the items there.
As Springnight Carp is a bonus item, there is only a chance you get it alongside the item you originally requested.
Simply have a buddy assigned to go the Sunsung Fruitfair and complete missions and eventually you'll get it. To increase your chances, unlock more submarines and get more buddies to send off to more missions simultaneously.

For now I only know that you get them with "The Argosy" as a rare drop when you trade for some items. Just Check all the way down when you look up an Item for trade, you can see the possible drops there

For those that's confusing on "what is a Sunsnug Fruitfair": You just simply have to get one of your Palico/Palamute in The Argosy to fetch you some plant-type items such as Nulberry or Blastnut. The bargain is optional, since it only adds up the quantity and speeds up the process (meaning that it's possible that it'll take two item slots per one mission). Once you've set them as is, just go complete some quests, and come back later (or until full).
