3 Makes it moderately easier to stun monsters.
4 Makes it significantly easier to stun monsters.

This dango's skill level can be changed with the use of Hopping Skewers, which is a new feature at the Canteen added in the Sunbreak update!

I grabbed 3 rhenoplos eggs and it took them all and turned them into points

it looks like it does. In my testing the number of hits to stun the target dummy went from 10 (performance attack on the hunting horn) with 2 ranks in slugger down to 8 hits with the dango at level 3. (11 hits with only lv 3 dango as well)
