No matter what GS always chooses WEX first then attack. Critical eye is far too rough to socket in and you get way more benefits from attack up. Goss Harogs GS is also what two points of damage behind Narga after damage calculations and that’s without including its ice damage. Tigrex GS after maths is the strongest but requires a lot of sharpening.
