You can get the Royal Order Certificate III by taking on Follower Collab Quests from MR 5 and up. These quests can be received by speaking to people around Elgado and Kamura with the purple speech bubble.
Sometimes, you may also receive either the Royal Order Certificate I or Royal Order Certificate II alongside this item in the Bonus Rewards.

The Charité Armor has the same look as Chichae, the Elgado Quest Damsel. This is a defense-oriented set intended to minimize annoyances during hunts with skills like Earplugs and Flinch Free. To unlock this set, you'll have to beat Rondine's final Follower Quest, which becomes available after finishing her first two quests and completing the Shagaru Magala urgent quest.
The Royal Order Certificate III allows you to craft the final set of Royal Order Weapons. These include the Great Sword, Long Sword, and Switch Axe. You'll also need to take on the Follower Quests from Galleus and Fugen to unlock these.
