How to Unlock Sworn Rapiers and Upgrades
Completing the request from Guild Master Hojo called Nab-a-Los! will let you unlock the Sworn Rapier I (Design) and the Altair I (Design). These designs will let you forge them in Smithy.
You'll be able to unlock their Master Rank upgrades, Holy Sabers+ and Fortis Gran+, by completing the Elder Dragon Delights request.
