The only way for you to get ahold of the Stargazer Flower is by sending out your Meowcenaries to low rank Frost Islands gathering. They specifically come out from sparkling Herb Nodes.
You can use your Palamute when you go on expeditions to farm certain items as you can use their Sniff 'em Out! ability to help you look for farming nodes!
