Upon defeating Garangolm and reaching MR 3, Admiral Galleus will reward your efforts with 5 Elgado Tickets.
To earn more Elgado Tickets, you'll need to complete several quests. It's likely similar to the Kamura Ticket, but since the Outpost is limited to Master Rank, you'll need to complete between 15 to 30 Master Rank quests, including Master Rank Hub and Event Quests, as well as Follower Collab Quests. You'll know Galleus has more for you when a yellow speech bubble pops up for him.

The Elgado Ticket can be used to create special armor such as the Hawk and Guild Bard / Scholar sets. These sets usually require only one ticket for each part, so you'll be able to craft them as long as you have the other monster parts.
