Hermitaur Hardclaw can be carved from a slain Daimyo Hermitaur during Master Rank hunts. It can also be obtained as a Broken Part Reward by breaking Daimyo Hermitaur's claws.
You can hunt a Daimyo Hermitaur in the 1-Star Master Rank Quest Uninvited Guest, which is the first quest you will do once you start Sunbreak.
