A Higher Power than the Archons
During Act 2 of Raiden Shogun's Story Quest, Ei and Yae Miko discuss how it was possible that the seed of the Sacred Sakura was planted in the present but bloomed in the Inazuma of the past.
They believe that even with Makoto's understanding of eternity, she wouldn't have been able to do it on her own. Ei believes her sister asked the help of a higher power, Istaroth, to do so, hinting that they have the power to manipulate time.

In the various books in the Collection of Dragons and Snakes, there are mentions of Tokoyo Ookami who is known as the Ruler of Time and Thousand Winds of Time.
In the appendix it is shown that Tokoyo Ookami is the Narukami-Style rendering of Kairos, who the author mentions at the Ruler of Time. They also confirm that Kairos' secret name is ''Htoratsi'' or Istaroth in reverse.
Manipulates Time in Teyvat
In the Chapter 5 Act 6 Archon Quest, the Traveler meets a girl in Natlan who had lived before the Cataclysm that destroyed Khaenri'ah. The girl was looking for a 'Savior' who matched the description of the Traveler's sibling.
It was later revealed that meeting the Traveler caused her to change the sibling's actions in the past and indirectly contributing to Khaenri'ah's downfall. The sibling remarked that Istaroth must've been involved.

Istaroth appeared in the Teyvat Chapter Interlude Teaser: The Gods' Limits, among other Shades Ronova, Rhinedottir, and Naberius. In the teaser, Istaroth and other shades appear to be discussing the search for Asmoday, the Ruler of Space!

The descriptions of the Sacrificial weapons tell the story of a time when Mondstadt worshiped the Masters of Time and Anemo on a cliff facing the eastern sea, which is likely to be where the Thousand Winds Temple is. The weapons were originally used as props in reenactments of the past as a sign of their worship.
Gave a Portion of Her Powers to Venti
When Venti was still an Anemo Spirit, he met Istaroth at the Thousand Winds Temple, Mondstadt. Venti shared his wishes to Istaroth, and the latter gave him a fragment of her powers and authority.
Thanks to this, when Mare Jivari's calamity was happening in every moment in time, Venti managed to blow it off it's timeline to prevent it from spreading any further. In essense, Mare Jiveri turned into a Windless Land. As a result some souls couldn't return to Mondstadt, while others merged into the Monetoo and became Asha.
