In the depths of the Institute of Natural Philosophy ruins that you explore during the Aqueous Tidemarks quest, you can find the ''Ancient Natural History Excerpts.'' This text indicates that Egeria created the first Oceanid, born when she 'shed the first tear.'

It was later confirmed by Wriothesley during the Cataclysm's Quickening Archon Quest that Egeria was indeed the previous Hydro Archon.

... Oceanids are beautiful creatures nurtured by the land of Fontaine. According to legend, the gentle Egeria shed the first tear, from which the first Oceanid was born. Some say that Egeria felt great sympathy for dragons, and others say she felt great sadness over the eventual fate of humanity. Now, all that we have left is a metaphorical representation whose true meaning remains unclear: "The lizard's bones dissolved into mud, from which swans emerged." The newborn Oceanid was bestowed with the task of comprehending all forms of life: to seek an understanding of the diverse array of species and to love every creature. It emerged from the sea of life, possessing the power of metamorphosis. Egeria wished it to use this power to etch the essence of living creatures into its being and it gradually developed a yearning for life. Still, others propose that it serves as a permit, granting permission for the dreams and desires within Oceanids to be bestowed with a new name — much like the names of childhood dreams throughout the ages. According to Wriothesley, during the rule of Egeria, criminals were driven away by the people to the seaside. With nowhere to go and nothing to do, they began to repent and asked the Hydro Archon if there was anything to do.

Egeria took pity on them and asked them to guard her secret deep underneath the waves. Thus, the convicts started to build the Fortress of Meropide underwater and eventually became a community.

Heard in Overture Teaser: The Final Feast

Egeria makes an apperance in the form of a voice within The Overture Teaser: The Final Feast; you can hear Egeria at the start of the teaser while Freminet is shown sinking slowly into the water's depths.

The Death of Egeria

From the in-game archive text description of the Vourukasha's Glow Vibrant Pinion, it explains the death of Egeria, sometime around the period of the Cataclysm 500 years ago, which also known as the era of the Archon War.

Many Lochfolk such as the Oceanids and other forms like Idyia exiled themselves after Egeria's passing. Due to the waters of Fontaine being consumed with pain and hatred, many have left their homeland since.

During the dispute in Tunigi Hollow, the former Hydro Archon passes away and turns into the water of Amrita. The remains of her being resides in the area that is currently known as the Amrita Pool.

Greater Lord Rukkhadevata stored what was left of her in a tree near the pool of Amrita. While helping Sorush purify and seal the Sign of Apaosha, they awakened Egeria's remaining consciousness to use the Amrita to remove the defilement from the land.

Genshin - Egeria created humans from oceanids

Egeria noticed that her Oceanids wanted to live on land, so she transformed them into humans, specifically the people of Fontaine. Egeria infused their blood vessels with Primordial Seawater to allow them to live on the surface.

This explains why a Fontaine native will dissolve when they touch Primordial Seawater.

It turns out that creating humans was the original sin of Fontaine and the Heavenly Principles never permitted Egeria to create her own beings.

As punishment, they made the Primordial Seawater rise to eventually flood the entirety of Fontaine, which will wipe out Egeria's creations in the process.
