R5 After damaging an opponent with an Elemental Skill, the skill has a 80% chance to end its own CD. Can only occur once every 16s.

anything works on Beidou except Whiteblind. I think this guide is just saying it works better on Diluc. and i think this is true since Rainslasher is the best for Beidou and her elemental skill is not that long so effect wont be that useful.
