Majority of Citlali's kit scale from Elemental Mastery, as this stat affects her Shield strength, damage from Itzpapa, and Elemental Burst damage. This scaling does not have a cap, so try to stack as much Elemental Mastery as you can.
Energy Recharge is also very important as Citlali needs to use her Elemental Burst every rotation to replenish Nightsoul points, as her off-field Cryo application will only activate once her Nightsoul Points reaches 50.

Should you wish to go hybrid, Citlali can balance CRIT Rate or CRIT DMG alongside Elemental Mastery, but Elemental Mastery should still be the first priority. Only go for this build if you wish to invest a bit more on Citlali's personal damage as getting Elemental Mastery on top of CRIT can be difficult to farm for.

Citlali's major ability is her Elemental Skill. Prioritize leveling up this talent to increase the effectiveness of both your shield and Itzpapa's off-field Cryo DMG.
You can level up your Elemental Burst should you wish to increase its personal DMG, and leave Normal Attack untouched as she doesn't use it as a Support character.
Citlali can fully utilize Scroll of the Hero of Cinder City to great effect by buffing her team and granting them an Elemental DMG Bonus, and we recommend going for this artifact set above all else.
While farming for this set, you can opt to use two Elemental Mastery set mixes, or a 4-piece Tenacity of the Millelith specifically for strengthening her shield and giving ATK buffs to all party members (she wouldn't benefit from the HP 2-piece effect, however).
You may also use the 4-piece Gilded Dreams as the third option as it gives more than 200 Elemental Mastery when Citlali is in a rainbow team comp.

Citlali's best teams revolves around enabling Melt or Freeze for Pyro or Hydro Main DPS characters as her passive allows her to reduce both aforementined Elemental RES.
Notably, Citlali's base kit does not shred Cryo, so Cryo on-fielders won't benefit much from Citlali (outside of her ability to hold the Scroll artifact set) than someone like Zhongli. You can still slot them in specialized teams like Burn-Melt.

As Hydro Characters can also benefit from the RES reduction, including Hydro to freeze the enemies first before your Pyro DPS Melts the Frozen enemy is a viable option to better the Melt frequency.
One big caveat is that teams relying on Frozen cannot efficiently work on Bosses and so the Hydro can be dropped in favor of standard Melt.

During this time, she will obtain 10 stacks of Stellar Blade. Citlali deploys an Opal Shield and calls forth Itzpapa, dealing Nightsoul-aligned AoE Cryo DMG. The Opal Shield's DMG absorption scales based on Citlali's Elemental Mastery, and absorbs Cryo DMG with 250% efficiency. When it is deployed, it will cause Citlali to briefly be affected by Cryo. After using this skill, Citlali gains 24 Nightsoul points and enters the Nightsoul's Blessing state.
Itzpapa Itzpapa follows the character. If Citlali has at least 50 Nightsoul points, Itzpapa enters the Opal Fire state and continuously consumes Nightsoul points to whip up a Frostfall Storm that attacks opponents within its AoE, dealing Nightsoul-aligned Cryo DMG. When Citlali's Nightsoul points are depleted, the Opal Fire state ends. |
Citlali's Elemental Skill places her into Nightsoul's Blessing and generates a Cryo Shield that protects characters on the field from damage, greatly effective against enemy Cryo DMG. This skill also summons Itzpapa.
If Citlali has at least 50 Nightsoul points, which is replenished by activating her Skill or Burst, her Pyro or Cryo RES down passive, or allies triggering Nightsoul Burst, Itzpapa unleashes a wide off-field Cryo application that also follows the active character.

This restores a set amount of Nightsoul points for Citlali, and also summons a Spiritvessel Skull near a maximum of 3 opponents within the AoE, with 1 Skull for each opponent. Spiritvessel Skulls explode after some time, dealing Nightsoul-aligned AoE Cryo DMG and restoring a set amount of Nightsoul points for Citlali. |
Citlali's Elemental Burst is a simple burst damage that also tags max 3 enemies with Cryo bombs, which detonates shortly after. This is another form of off-field Cryo application which should always be used with her Elemental Skill as it also restores a set amount of Nightsoul points.
Mamaloaca's Frigid Rain |

While Itzpapa is on the field, after nearby party members trigger the Frozen or Melt reactions, the Pyro and Hydro RES of opponents affected by that reaction decreases by 20% for 12s. Additionally, Citlali will regain 16 Nightsoul points. Nightsoul points can be restored this way once every 8s. |
While her Elemental Skill is active, everytime your party members trigger Frozen or Melt, she lowers the Hydro and Pyro RES of nearby opponents.
This allows a Hydro or a Pyro DPS to deal more damage in Freeze and Melt teams, further leaning Citlali into her supportive role by giving her not only a shield, but also a RES shred.
Note that this also gives Nightsoul points to Citlali, which means she is reliant on units that can trigger Frozen or Melt to take full advantage of her kit.

Citlali's shield scaling is unique that she relies on Elemental Mastery to increase its efficiency, which means you must build Elemental Mastery as much as you can as this passive doesn't have a cap.
Night Realm's Gift: Smoke, Mirrors, and the Flowing Winds |

While in an area with Phlogiston Mechanics within Natlan, can use Nightsoul Transmission: Citlali. When the active character is currently high enough in the air, the following will trigger when switching to Citlali: Citlali will leap up high to float in the air. Nightsoul Transmission can be triggered once every 10s by your party.
Charge Attack Holding Aiming Mode will cause Citlali to enter the "Spiritspeaker" state, which will allow her to interact with "Nightspirit Graffiti" and "Nightspirit Sigils," extracting information and power from them. The rules for interacting with these objects follow the same rules as those governing Iktomisaurus interactions. Additionally, holding the jump button will cause Citlali to consume 75 Stamina and leap. In areas within Natlan where Phlogiston mechanics are present, Citlali will prioritize consuming 5 Phlogiston to leap to a height higher still. |
As a member of the Masters of the Night-Wind, Citlali can jump and glide like Ororon, as well as enter the Spiritspeaker state to interact with Nightspirit Graffiti as a clan-exclusive strength.

Aside from being an elder of her Tribe, Citlali is a well-renonwed priestess who can do divinations, fortune-telling, and a lot more. Her craft of divination, however, seems to be different from Mona and her master's Hydromancy.
This talent and brilliance, however, is a double-edged sword for Citlali, as people are terrified of her stroke of genius, rendering her feeling lonely for the longest time.

I think she shouldn't be SS when she's technically a niche support: just for pyros (and Neuvi buffs because just why). Every other SS is extremely versatile in comparison. S fits her, just like Chevy and Xianyun.
