Xiangling is the best free to play character to level up as she is one of the best Sub-DPS units thanks to her strong Elemental Burst DMG and easy Pyro Application.

Dendro Traveler is a close second choice, as they give plenty of Dendro application and Elemental Burst damage, as well.

Traveler (Anemo)	Activate a Statue of the Seven in the nation of Mondstadt.
Traveler (Geo)	Activate a Statue of the Seven in the nation of Liyue.
Traveler (Electro)	Activate a Statue of the Seven in the nation of Inazuma.
Traveler (Dendro)	Activate a Statue of the Seven in the nation of Sumeru.
Amber	Amber can be unlocked for free during the Prologue, Act I Archon Quest.
Noelle	You can get a guaranteed Noelle for free when wishing on the Beginner's Wish banner for the very first time.
Kaeya	Kaeya can be unlocked for free during the Prologue, Act I Archon Quest.
Lisa	Lisa can be unlocked for free during the Prologue, Act I Archon Quest.
Barbara	After completing the Prologue: Act 3 Archon Quest, you will unlock Barbara via in-game mail.
Xiangling	You can get Xiangling as a free character by completing Floor 3 of the Spiral Abyss Domain.
Collei	You can get Collei as a free character by completing Floor 4 of the Spiral Abyss Domain after the Version 3.1 update.
Aloy	Aloy was available as a limited crossover character. She is currently unavailable to claim as a free character.
