Good for Characters Who Scale with HP
Tenacity of the Millelith's 2-piece set works well for most characters, particularly those whose talents scale based on HP. This means either more Shield Strength or more Healing.
The 4-piece set is special because the character who has this equipped doesn't need to be on the field for it to work. When an Elemental Skill hits enemies the entire party's ATK and Shield Strength is increased. What's more, it has a very short cooldown of 0.5s.

Tenacity of the Millelith can be obtained from the Domain of Blessing - Ridge Watch, an artifact domain in Liyue. Along with the other artifact sets, Pale Flame!

You can get a maximum of 4 bonus substats on any individual artifact piece by enhancing it. The bonus stats you get will be random and will not include the artifact's main stat.
Once a 5-star artifact has 4 substats, every 4 levels of enhancement will upgrade one of the available substats randomly. You can get a total of 4-5 substat upgrades.
