Tenacity of the Millelith's 2-piece set works well for most characters, particularly those whose talents scale based on HP. This means either more Shield Strength or more Healing.
The 4-piece set is special because the character who has this equipped doesn't need to be on the field for it to work. When an Elemental Skill hits enemies the entire party's ATK and Shield Strength is increased. What's more, it has a very short cooldown of 0.5s.

How to Get | Craft from the Crafting Bench |

The Tenacity of the Millelith can also be obtained by using the Mystic Offering in the Crafting Benches. After reaching Adventure Rank 45 interact with any crafting benches and find the Artifact Strongbox: Tenacity of the Millelith.
Sacrifice three 5-Star Artifacts to obtain an Artifact Strongbox, which contains a random Tenacity of the Millelith piece.

Effects with a * can both be a set value and a percentage. For Example: ATK +10, ATK+10%
You can get a maximum of 4 bonus substats on any individual artifact piece by enhancing it. The bonus stats you get will be random and will not include the artifact's main stat.
Once a 5-star artifact has 4 substats, every 4 levels of enhancement will upgrade one of the available substats randomly. You can get a total of 4-5 substat upgrades.
I think they should add Hydro traveler to this list. They even unlock their own shield at c4. But it would still work if you just switch in another character with a shield and switch back, then... OPEN FIRE!!!

This set sucks. Shield characters are already underpowered and not useful and can't deal any damage, but the attack buff here doesn't do anything for my team. My ganyu without this buff can deal 19k damage on her second hit of her charged attack. With this buff, she can do 20k. Why spend the time to get the shield up when I can spend that time attacking for a better dps?? Am I missing something here?
