With the new Hexerei buffs in place for Razor, he now stands out as an Electro DPS capable of slotting into most Electro reaction teams, provided he is accompanied by a Hexerei member.
Noting that down, focus on building Razor with a balanced mixed of ATK and CRIT as you will want him to be dealing the most DMG once he's On-Field.

Razor's focus has shifted back to being an Electro On-Fielder, focusing on weapons that give him CRIT via secondary stats and passives that improve his Elemental DMG.
His build for Hexerei is generally the same as his standard build.

Razor wants to achieve around 2,000 ATK first and foremost to make sure that the rest of his CRIT stats are worth it. With that in mind, bring his CRIT to a healthy 1:2 ratio, with CRIT Rate's baseline at 70% to make for frequent CRITS.
Energy Recharge can be gained through substats to improve convenience, with 130% being the sweet spot, but it is not as big of a requirement if running him in a Hexerei team with a unit like Fischl.

Razor's playstyle utilizes his Normal Attacks during his Elemental Burst, therefore we recommend on leveling up those talents respectively. Afterwards, level up your Elemental Skill to deal more overall DMG.
As Razor is an Electro On-Fielder that focuses on his Normal Attacks, artifact sets such as Echoes of an Offering and Gladiator's Finale work best on him due to how they particularly improve his Normal Attacks.
Thundering Fury still works as a good Electro option especially when he has no Energy Recharge, as that allows him to funnel energy to himself via more usage of his Elemental Skill.

List of Artifacts and Set Bonuses
Any weapon that can grant large amounts of ATK, CRIT, Elemental DMG bonuses, or all three are preferred, making A Thousand Blazing Suns one of Razor's best options.
However, weapons such as Beacon of the Reed Sea and Serpent Spine are great alternatives with Serpent Spine being Razor's best 4-star option.

Razor works best in teams where his constant Electro attacks can be amplified by his teammates, along with being able to take advantage of the Hexerei buffs.
With that in mind, his best team consists of an Overload Hexerei team with other members of the Hexerei cast, but can be slotted to fit regular Overload teams as well.

Razor's Elemental Skill, Claw and Thunder, generates Electro particles that will boost his Energy Recharge or recover energy depending on it being pressed or held.
Tapping Razor's elemental skill will create a small sigil that increases his Elemental Recharge by 20%. Razor can have up to a total of 3 active orbs at any time. Razor's fourth constellation gives a huge boost in damage by reducing enemy DEF by 15%.
The charged version of Razor's Elemental Skill will deal damage and consume all active sigils for a total of 5 energy each. This is important for maintaining uptime on Razor's Elemental Burst which drastically increases his overall DPS.

The Wolf Within will fight alongside Razor for the skill's duration. Lightning Fang summons Razor's inner wolf and drastically boosts his attack speed, Electro and Interruption RES and supplements his Physical Attacks with Electro DMG. While this provides a massive DPS increase, it will immediately end if you change characters and the Wolf Within will vanish.
