Unless Fontaine releases more characters that could help their kit, Hydro Traveler is not a good character to build for. As an extremely potent element, Hydro should arguably be their best version. However, their kit leaves much to be desired.
The Hydro Traveler can be built as a Sub-DPS with the usual Hydro DMG bonus and CRIT stats. You can choose between ATK or HP depending on which piece has better sub-stats.
You can also build the Hydro Traveler as a Bloom Driver with a lot of Elemental Mastery stats and the Flower of Paradise Lost to deal a lot of Bloom reaction DMG

This Sub DPS build for Hydro Traveler lets you take advantage on increasing the damage of their Elemental Skill on Hydro-related reactions except Bloom. Using the Golden Troupe won't benefit your Burst, but the damage potential of your Skill compensates the loss.

The Hydro Traveler can function as a Bloom enabler. They can work together with Dendro characters like Nahida or Alhaitham to generate Bloom cores. Xingqiu or Yelan can provide extra Hydro application to help with said reaction.

The Traveler's Elemental Skill has two effects based on if the Skill button is pressed or held.
The Traveler sends forth a Torrent Surge that deals DMG to enemies in a straight line. Useful for when enemies are lined up in front of you.
The Traveler will enter a maunal aiming mode and continuously fire off Hydro projectiles at enemies. In this mode, the Traveler will be stationary and cannot move while firing. During this mode, the Traveler will consume HP at certain intervals.
While using this Skill, it might be best to have the Traveler protected with a shield or their resistance to interruption increased.

Not even sure why you rank hydro mc so low despite having the highest dps of all of their elements. I do understand the burst needs a rework, but other than that there isn't much wrong with their kit.
