Calamity of Eshu is the best free-to-play weapon for Normal and Charged Attackers on the condition that your character is shielded, as its weapon effects will only activate in the presence of one (even Crystallize shields can work).
The benefits of the weapon, while conditional, is massive especially at R5 for a free 4-star weapon.
