Specific for Elemental Mastery-scaling Shielders
Starcaller's Watch is Citlali's best-in-slot, as she's the only character as of yet who can create a shield that also scales with Elemental Mastery.
Depending on Lan Yan's scaling, she should be able to use this as an Anemo shield user, where Elemental Mastery is valued specifically on Swirl-comps. Baizhu can also use this weapon for the active character buff passive, as well as for Bloom comps.
Elemental Mastery Stat Stick
While the secondary passive is wasted on most characters, the unconditional Elemental Mastery buff (365 EM at level 90 at R1) can be used as a stat stick for characters like Nahida, if you don't have her signature.

Anonymous 11 monthsIs the passive buff persistent regardless of how many character swaps I do? Just wondering if I could use it on Citlali, then Charlotte with TToDS and then Yoimiya to receive the two buffs, or would starcaller's buff only apply to Charlotte?
