Lyney's best-in-slot artifact set is the Marechaussee Hunter since it increases his Charged Attack DMG and CRIT Rate when his HP changes. You can also go for the Vermillion Hereafter since it can Lyney's ATK when he loses HP.
Lyney should be built as your typical DPS with ATK, Pyro DMG, and CRIT stats from his artifact sets with some Energy Recharge sub-stats.

Taking advantage of Lyney's Pyro capabilities, this is the best build for him as a Pyro DPS. CRIT Rate should be a Low Priority stat as Lyney has a lot of CRIT Rate from ascension and the Marechaussee Hunter set.
While Lyney's healing scales on his HP, it's not a necessary stat to get as he can get healing from other party members.

This alternative build allows Lyney to deal more DMG after consuming his own HP. You will have to use his Elemental Burst first before attacking to make the most out of the ATK buff from the Vermillion Hereafter set.
Lyney's Normal and Charged Attacks should be your first priority as his Grin-Malkin Hat is his most prevalent source of DMG, deploying it through his Charged Attack and Burst, and detonating it instantly with his Skill.
Regardless of which talent is used, the Grin-Malkin Hat's DMG is always considered Normal Attack DMG, while its Pyrotechnic Strike is considered Charged Attack DMG.
2-PC: Normal and Charged Attack DMG +15%
4-PC: When current HP increases or decreases, CRIT Rate will be increased by 12% for 5s. Max 3 stacks.
2-PC: ATK +18%.
4-PC: After using an Elemental Burst, this character will gain the Nascent Light effect, increasing their ATK by 8% for 16s. When the character's HP decreases, their ATK will further increase by 10%. This further increase can occur this way a maximum of 4 times. This effect can be triggered once every 0.8s. Nascent Light will be dispelled when the character leaves the field. If an Elemental Burst is used again during the duration of Nascent Light, the original Nascent Light will be dispelled.

4-PC: After using Elemental Skill, increases Normal Attack and Charged Attack DMG by 25% for 8s.

Bonus Stat: CRIT DMG 14.4%
Skill Effect: DMG dealt by Charged Attacks increased by 16%. For every party member with the same Elemental Type as the wielder (including the wielder themselves), gain 1 Gimmick stack. For every party member with a different Elemental Type from the wielder, gain 1 Theatrics stack. When the wielder has 1/2/3 or more Gimmick stacks, ATK will be increased by 16%/32%/48%. When the wielder has 1/2/3 or more Theatrics stacks, Movement SPD will be increased by 4%/7%/10%.
Bonus Stat: CRIT DMG 19.20%
Skill Effect: HP is increased by 16%. When there are opponents nearby, the DMG dealt by the wielder of this weapon is increased by 20%. This will take effect whether the character is on-field or not.

Bonus Stat: CRIT Rate 4.0%
Skill Effect: After a Charged Attack hits an opponent, a Sunfire Arrow will descend upon the opponent hit, dealing 60% ATK as DMG, and applying the Heartsearer effect to the opponent damaged by said Arrow for 10s. Opponents affected by Heartsearer take 28% more Charged Attack DMG from the wielder. A Sunfire Arrow can be triggered once every 10s.

Skill Effect: After the wielder is healed, they will deal 16% more DMG for 8s. This can be triggered even when the character is not on the field.

One of Lyney's passive Talents is a dramatic DMG boost based on the number of Pyro characters present in the party.
This build not only provides even more DMG as well as healing through Bennett's Elemental Burst, but also additional support from Kazuha and resistance to interruption from Dehya to keep Charged Attacks from being disrupted.
When creating Melt teams for Lyney, pairing him with units that provide constant Cryo application such as Ganyu and Layla will be in your best interest. However, you will most likely have to Swirl Cryo instead to ensure constant Cryo application.
Do take note that Lyney's DMG output decreases due to having fewer Pyro characters in the party.
Lyney can have 2 Grin-Malkin Hats Present at once.
Additionally, Prop Arrows will summon 2 Grin-Malkin Hats and grant Lyney 1 extra stack of Prop Surplus. This effect can occur once every 15s.
When Lyney is on the field, he will gain a stack of Crisp Focus every 2s. Each stack will increase his CRIT DMG by 20%. Max 3 stacks. This effect will be cancelled when Lyney leaves the Field.
Increases the Level of Normal Attack: Card Force Translocation by 3. Maximum Upgrade level is 15.
Well-Versed, Well Rehearsed
After an opponent is hit by Lyney's Pyro Charged Attack, this opponent's Pyro RES will be decreased by 20% for 6s.
To Pierce Enigmas
Increases the Level of Wondrous Trick: Miracle Parade by 3. Maximum Upgrade level is 15.
When Lyney fires a Prop Arrow, he will fire a Pyrotechnic Strike: Reprised that will deal 80% of a Pyrotechnic Strike's DMG. This DMG is considered Charged Attack DMG.

It has been a while since a new and reliable Pyro DPS has been released in the game, and pulling for Lyney might be a breath of fresh air for many players in search of one.
His DMG scaling is quite decent and his mechanics are pretty easy to understand, and he will be able to dish out a summative amount of DMG once you get the hang of him.
So long as you don't mind sacrificing some HP and the lack of elemental reactions for maximum DMG boost, then Lyney is worth the pull. You may also want to practice your steady hand when using Lyney as he relies heavily on Charged Attacks.
Lyney's entire kit revolves around his Pneuma-aligned Charged Attacks. When using his Charged Attack, different effects will occur depending on the time Lyney spent charging his arrow.
If held for longer, he will fire off a Prop Arrow that will deal Pyro on hit. The Prop Arrow will also summon a Grin-Malkin Hat. Doing so consumes a portion of Lyney's HP and grants 1 Prop Surplus stack.
The Grin-Malkin Hat is Lyney's iconic cat-in-the-hat companion who can taunt enemies, and deal Pyro damage when it exists the field. Once it's destroyed or its duration expires, it will unleash a Pyrotechnic Strike, dealing AoE Pyro DMG.
The Grin-Malkin Hat can exist even when Lyney is not on the field. Therefore, it can be used for off-field Pyro support should you have other tactics in mind!
Lyney consumes all Prop Surplus stacks to deal massive Pyro DMG in an AoE. If a Grin-Malkin Hat exists on the field, it will explode along with the Skill, dealing DMG equal to a Pyrotechnic Strike!
Each Prop Surplus Stack, apart from increasing the DMG dealt by this Skill, will also heal Lyney. This will restore the HP sacrificed during Charged Attacks!
Lyney turns himself into a Grim-Malkin Cat for a certain duration that can freely roam around the field, while dealing Pyro DMG along its path. Once duration ends, the cat explodes to deal AoE Pyro DMG, summons a Grin-Malkin Hat.
You can have the Grim-Malkin Cat explode right away by pressing on Lyney's Skill.
If Lyney consumes HP after firing a Prop Arrow, the Grim-Malkin hat summoned upon hitting an opponent will restore 3 energy to Lyney and increase DMG dealt based on his ATK.
DMG dealt by Lyney on enemies affected by Pyro will be increased. This effect can be increased by having other Pyro characters in the party aside from Lyney.
You can get the maximum increased DMG bonus by having Lyney and two other Pyro characters in the party!
Lyney can help display the location of the local specialties exclusive to Fontaine on the mini-map.
|Performs up to 4 consecutive shots with a bow.
Performs a more precise Aimed Shot with increased DMG. While aiming, flames will run across the arrowhead before being fired. At Charge Level 1, it fires off a Fire-Infused arrow and deal Pyro DMG. At Charge Level 2, it fires off a Prop Arrow that deals Pyro DMG and summon a Grin-Malkin Hat upon hit.

When Lyney has more than 60% HP, firing a Prop Arrow consumes part of his HP to obtain a Prop Surplus Stack with a maximum of 5 stacks. The effect will be removed after Lyney is out of combat for 30 seconds.
Can taunt nearby opponents and attrack their attacks once every 5 seconds. Inherits a percentage of Lyney's Max HP. If destroyed or expires, it will fire off a Pyrotechnic Strike at 1 nearby opponent, dealing Pyro DMG. Only 1 Grin-Malkin Hat can exist at a time.

When the Grin-Malkin Cat's duration ends or is cancelled, it will be dismissed in a wave of fireworks that deal AoE Pyro DMG, summons 1 Grin-Malkin Hat, and creates 1 Prop Surplus Stack.

If you're lucky, she might have a great deal of things to say to you. Hmm, and if you're not lucky...?
