Neu can used it too if you put him in vaporize team but i put him in electro charged team because i feel like it :D

Anyone that does vape and needs hp. But vape is more important. So right now, Barbara, Klee, Kokomi, Mona, Neuvillette, and Yangfei can use it if you build them for it. With new characters that are either hydro or pyro that list could grow. To have the buff up, you will need good pyro and hydro app, however. Can still use it on any catalyst user that needs CD if all you have are meh 4*.
