As this set was released with Arlecchino in mind, it is undoubtedly her best and most optimal artifact set.
However, this only applies if the substats that come with the set are better than any alternatives available.
Not as Good for Others
This set utilizes the Bond of Life mechanic that tends to serve as a general debuff against the player. Because of that, this set is generally not recommended to use for characters other than Arlecchino.

How to Get Fragment of Harmonic Whimsy
Located in the Faded Theater Domain in Fontaine
You can farm Fragment of Harmonic Whimsy in the Faded Theater domain, which can be found on the island of Petrichor in the Nostoi Region, which is south of Fontaine and north off the coast of the Sumeru Desert!
The domain also rewards the Unfinished Reverie set.

Once a 5-star artifact has 4 substats, every 4 levels of enhancement will upgrade one of the available substats randomly. You can get a total of 4-5 substat upgrades.
