How to Unlock Cost-Effective Hook World Quest

Finish the Supreme Hookshot Commission Three Times

To unlock the Cost-Effective Hook World Quest, you must first finish the Daily Commission, Supreme Hookshot, three times.

It has three variations. One is where you need to collect three Special Bird Eggs. Next one is where you need to collect Zaytun Peaches. And the last one requires gathering a Special Mushroom.

Special Bird Eggs Variation

In this variation, Kayvan will ask you to give him one piece of Wheat, Sunsettia, and three Special Bird Eggs, for him to create the unique bait. The location of the eggs are on of the top branches of the massive tree that hugs the entirety of Port Ormos from above.

Simply use the Teleport Waypoint on the North Eastern part of Port Ormos and glide all the way to the tree to quickly get there.

Special Mushrooms Variation

In this variation, Kayvan will ask you to fetch him a piece of Wheat, Sunsettia, and a Special Mushroom from a location for the unique bait.

Keep in mind, however, that when you go to the location, you need to fight off a Winged Dendroshroom and a Dendro Slime to get the mushroom.

Zaytun Peach Variation

In this variation, you simply have to get Kayvan a piece of Zaytun Peach, Wheat, and Sunsettia from your backpack for him to make the unique bait.

Wait for the Next Day

After satisfying the conditions above, simply wait for the next reset and the Cost-Effective Hook World Quest should be available.

Quest Start Location

Both the Cost-Effective Hook World Quest and the Daily Commission requirement, Supreme Hookshot, are in the northern docks of Port Ormos.

Cost-Effective Hook Walkthrough

Objectives
1	Once the quest is triggered, you will see that Kayvan is with the Akademiya scholar, Helbet. Helbet is asking Kayvan to help her fish some relics from the water.
2	After some heavy convincing, Kayvan decided to help Helbet. He asked you to fetch him three special mints from the location he marked.
3	When you reach the location Kayvan marked, you will see a mob of fungi guarding the mints. You'll have to defeat them to gather the special mints.
4	Once you have the special mints, go to the fishing spot on the immediate north of Port Ormos. Give Kayvan the special mints, plus a piece of wheat and sunsettia from your backpack.
5	Kayvan will try to fish in the spot using the bait he made, only to get a wet package. Helbet will tell you that it's a relic and to follow her to the next fishing spot.
6	Upon hearing this, Kayvan will ask you to grab him three special harra fruits from the location he marked. There's a mob Shroomkin in this location that you have to defeat to get the fruit.
7	The next fishing location will be on the fishing spot south of Vimara Village. After giving Kayvan the special Harra Fruit, he will craft a bait and fish using it, but you will be attacked by a group of hydro slimes.
8	After defeating the slimes and fishing out yet another wet package, Kayvan will ask you to forage three special Zaytun Peaches nearby. Follow the marked location above as your guide.
9	Once you gather the special Zaytun Peaches, head over to the last fishing spot, north of Vimara Village. Kayvan will fetch another wet package using the bait he made out of the peaches.
10	After completing the Cost-Effective Hook Quest, you will also get the achievement "Aha! What's on the Hook?".
