You'll need the whole Aranyaka quests completed and have The Final Chapter from the Agnihotra Sutra quest chain done as well to unlock the Aranaga's Memory quest.
You'll need to head over to the Mawtiyima Forest's Teleport Waypoint. Once you get there, you'll need to start heading east to find and talk to a mysterious old man by his campsite.
