Finish Behold, the Sign Comes Like a Thief
The Make Bright the Arrows, Gather the Shields quest automatically unlocks once you've finished Behold, the Sign Comes Like a Thief and after you set the clock the next day.

Talk to Babel
The next day, talk to Babel about the whereabouts of Jeht.
Go to the Place Babel Mentioned
Head towards the location of the Fatui camp marked in your map. You'll need proceed forward each time you get to each location.
Enter the Fatui Outpost
Once you've chanced upon the camp, enter the Fatui outpost then defeat all the enemies.
Look for Clues about Jeht
Once all the Fatui have been defeated, search the camp for clues about Jeht's whereabouts. You'll obtain the Internal Withdrawal Document from this camp.

Track Down the Transferred Fatui
After gathering the clues from the camp, proceed to the location where the Fatui transferred over their camp.
Provide the Password to the Fatui
Once you've wounded up on the location of the Fatui outpost, you'll encounter Ilyusha and Yevgraf asking you about the password. The password is written on the piece of paper you've gotten from the first Fatui camp.
Defeat the Fatui
After the dialogue about the password, you'll have to defeat Ilyusha and Yevgraf in a battle, as well as pursue the Fatui team ahead. These enemies just a couple of steps away from Fatui outpost.
Talk to the Fatui Survivor
The lone Fatui survivor, Oreste Snezhevich or Orest, will plead you to spare his life. He'll then recount to you how Jeht had gotten out of her cage and shredded the guy closest to her, Jophery.
Strike the Fatui Camp
Head over the location marked by Orest, and defeat the Fatui once you've gotten there.
Investigate the Camp
Afterwards, investigate the camp for clues. You'll see a document sitting atop of a crate beside an empty Fatui tent. You'll then obtain the Fatui Letter.

Search for other clues in the camp. Afterwards, you'll obtain the Transfer Notification and the Preliminary Test on Experimental Subject.
