How to Unlock The Foolish Fatuus

Genshin - All Eremite Camp Locations for the Foolish Fatuus

You have to clear all 8 Strange Devices in the Eremite Camps in Sumeru to unlock The Foolish Fatuus. Afterwards, head to the camp nearest to Yasna Monument to start the quest.

Defeat Oleg and Kasim the Bandit

Genshin - Go to Camp 2, 3 and the last camp
Start the quest by approaching the Fatui and the Eremite on the camp in Yasna Monument. Afterwards, defeat Oleg, a Pyro Fatui Agent. Go to Camps 2 and 3 to defeat Oleg again, then follow the path to the last camp and defeat Kasim the Bandit.

Kasim's Willpower

Genshin - Kasim the Bandit
Interrogate Kasim for the wherabouts of the Fatui Stronghold. You can choose to either believe or doubt Kasim. Both choices will lead to the same next step anyways, so feel free to diminish his willpower by doubting his words.

Search the camp for clues about the Fatui stronghold

Genshin - Search for the clues on the camp
Investigate the note on top of the box behind the location where Kasim was standing. It will give you a clue to the location of the Fatui stronghold!

Light the torches at night

Genshin - Light the torches
Head north of Pardis Dhyai, then change the time between 20:00 PM and 06:00 AM. Light up all four Pyro Torches afterwards.

Go to the Fatui Stronghold and Talk to Oleg

Genshin - Talk to Oleg
Return to Yasna Monument and head to the Fatui Stronghold. There, you'll find Oleg behind bars. Talk to him and follow him inside the cave. Oleg will ambush you, so defeat all Fatui enemies once again. Report to Rukjh Shah afterwards to complete the quest.

Quest seems to have been changed. Doing it in 4.6 and it no longer requires you to look for clues for the whereabouts of the stronghold.
