Found in Aaru Village, Sumeru
The Exile: Sprouting can be unlocked by talking to Sabbah in Aaru Village found in the desert of Sumeru.

Sumeru Desert Quest Series in Version 3.1
The Exile quest chain was announced from the 3.1 Patch Notes for the Sumeru Desert update.
Time-Locked Quest Series
The Exile quest series is time locked in Version 3.1. There are only two quests under it and are locked until server reset. Completing it will also unlock the A Gifted Rose quest chain!
Unlocks A Gifted Rose
Completing The Exile quest chain unlocks the A Gifted Rose series. Give a Sumeru Rose to Sabbah then go to the marked location above to unlock the quest.
