You'll need to complete the Chapter 3: Act 2 Archon quest, The Morn a Thousand Roses Brings and solve all of Drusus' Riddles to unlock the Treasure of Wisdom: A New Plan quest.
The Morn a Thousand Roses Brings Guide
You have to solve riddles unlocked by investigating the Bulletin Board in Sumeru City to unlock the Treasure of Wisdom: A New Plan quest. Afterwards, wait for server reset, then go to the docks and find Drusus on the land near the shore.

Full Guide to Drusus's Riddles
You'll head to Sumeru City and wait for a server reset before talking to Drusus after clearing the Archon quest, The Morn a Thousand Roses Brings and solving the Bulletin Board Riddles also known as Drusus' Riddles.
