Treasure of Wisdom: A New Plan is Drusus' world quest in Sumeru for Genshin Impact. See how to unlock the quest, walkthrough and rewards in this guide!
You'll need to complete the Chapter 3: Act 2 Archon quest, The Morn a Thousand Roses Brings and solve all of Drusus' Riddles to unlock the Treasure of Wisdom: A New Plan quest.
The Morn a Thousand Roses Brings Guide
You have to solve riddles unlocked by investigating the Bulletin Board in Sumeru City to unlock the Treasure of Wisdom: A New Plan quest. Afterwards, wait for server reset, then go to the docks and find Drusus on the land near the shore.

Full Guide to Drusus's Riddles
You'll head to Sumeru City and wait for a server reset before talking to Drusus after clearing the Archon quest, The Morn a Thousand Roses Brings and solving the Bulletin Board Riddles also known as Drusus' Riddles.

| 2 |  Go to the small island by the large lily pads and a canoe. |
| 3 |  Head over to the next designated area on the land next to the waterfall. |
| 4 |  While talking to Drusus, always suggest the best answers such as the "greatest treasure." Regardless of the choices you picked, the quest will complete after talking to him. |

I did all of the riddles exactly as it says and even switched to daytime and Drusus still isn't showing up.
