To unlock Monumental Study, you need to progress through the Khvarena of Good and Evil quest "As the Khvarena's Light Shows". The quest giver, Sosi, should appear once you get to talk with Nasejuna.

Head to the quest waypoint and defeat the enemies in the camp.

Find the journal on the crate to progress the quest.
