Aside from collecting and placing all the 5 Chess Pieces, you also need to have finished all three Tadhla's quests to commence Apocalypse Lost. The Fallen Falcon quest is hidden, so you'll have to adjust your in-game time to make it appear!
The Dirge of Bilqis World Quest Guide
You unlock the Apocalypse Lost quest by obtaining and placing all five chess pieces in the chess board puzzle in the Sumeru Desert. These chess pieces are found inside chests in underground locations, which are unlocked by completing The Dirge of Bilqis and Tadhla's quests up until The Fallen Falcon.

After obtaining all five items, place all chess pieces on the chessboard in Safhe Shatranj, which is found southwest of Desert of Hadramaveth, to start the quest.

1 | Upon placing all five chess pieces, defeat the Primal Constructs. |
2 | Investigate the chess piece that appeared. |
3 | Press the Trigger Chess Piece button to be transported to the location of the chess piece. |
4 | Defeat the Primal Construct inside the newly opened space. |
5 | Obtain Liloupar's fragment to complete the quest. |
Apocalypse Lost - Memories of Gurabad is a quest chain that culminates the collection of the five chess pieces around the Hadramaveth Desert. This is also Liloupar's last quest with you.

Upon obtaining Liloupar's fragment in Apocalypse Lost, you will gain its final upgrade, which lets you decipher Nameless Tablets scattered around the Hadramaveth Desert.
