Complete Dual Evidence
The Hidden Mercenaries quest can be unlocked after completing the Dual Evidence quest.
Dual Evidence Quest and Puzzles Guide
Quest Start Location
Go to Aaru Village after the Dual Evidence quest. Talk to Soheil, located slightly to the south of Aaru Village, to start it along with the Soheil's Wish, Invisible Barrier, and Desert's Remembrance world quests.

Go Near the Marked Eremite for the Password
To enter Thutmose's secret base, you must open it using the mechanism by the entrance which can only be activated via password.

Found in a Common Chest in the Treasure Room
The Valuable Item you're looking for is in a treasure room filled with gold coins. Look for a Common Chest near a staircase and you will get the valuable item: Record of Lamb-Devourer Rock.
