To unlock Varuna Gatha, you must complete the Dream Nursery quest, The World of Aranara.

After teleporting on the nearest Statue of Seven, north of Apam Woods, heading down the cliff will trigger the quest. Paimon will tell you to go and help out the trapped Aranara by defeating the enemy fungi ganging up on it.

After the brief exchange with Arapandu, go to the vantage spot located few meters atop the nearby house.

Genshin Impact Varuna Gatha Complete Walkthrough 2
You will be tasked to defeat two fungi, afterward. Going on either fungus is okay, as there's a Clusterleaf of Cultivation present in each location.

Once you've defeated the two fungi, Arapandu will ask you to head to the next marked location to "heal" the tree's branches and leaves.

After going to the marked location, you'll see a stone erected in the middle of three smaller, pile of rocks. Each pile is the leaf while the rock in the middle is the branch.

On a counterclockwise order starting from the immediate left of the branch, rotate the first two leaves twice and the third one, once.
