How to Unlock Soheil's Wish
Complete Dual Evidence Sub-Quest
Soheil's Wish unlocks after you finish the Dual Evidence sub-quest of Old Notes and New Friends. This quest chain is only accessible after completing the Golden Slumber quest chain, and waiting for server reset.
Dual Evidence World Quest Guide
Quest Start Location
Go to Aaru Village after the Dual Evidence quest. Talk to Soheil, located slightly to the south of Aaru Village, to start it along with the Invisible Barrier, Hidden Mercenaries and Desert's Remembrance world quests.

To clear Old Notes and New Friend's Soheil's Wish quest, complete the following quests:
