To unlock When All Return to the Waters, you must have completed the previous subquest of As Light Rain Falls Without Reason, The Truth, Lost With the Rain!
The Truth, Lost With the Rain Quest Guide
Go to northeast of the Court of Fontaine, and find a way to get underwater. Simply dive down once you've arrived by the shore, then go to the place Melus mentioned to inch closer to the Sinthe production base.
Once underwater, find the entrance to the “headquarters” by continuously swimming forward until the camera pans to an entrance to your left. There should be a lone Hydroculus by it, to help you should you get lost! Proceed deeper within to investigate.
After the POV changes from yours to Navia's, you'll find yourself inside the Opera Epiclese, with Navia interjecting on Childe's trial. Neuvillette then asks Navia of the person she's accusing. Select the Information about Marcel to proceed!

| 1 |  Wait for Neuvillette to recount the events of the night when Jacques was supposedly shot by Callas. |
| 2 |  Once done, you have 5 statements from Neuvillette that you can refute to convice the Oratrice and the audience that Callas didn't shoot Jacques. |

| 4 |  For Statement II: Two Gunshots, select the Testimony From Jacques' Family evidence to refute. This changes the statement to Jacques' Request. |
| 5 |  For Statement III: The Scene of the Crime, select Callas' Case Records to refute. This changes the statement to The Third Person. |
| 6 |  For Statement IV: Reconstruction of Events, select the Primordial Seawater to refute. This changes the statement to The Murderer's Disappearance. |

The POV again changes back from Navia's to the Traveler's, after successfully refuting the Incident of “Callas the Unfaithful”. This time, look for clues in the headquarters' depths.

| 1 | After surfacing from underwater, head inside the HQ, and defeat the enemies surrounding the locked mechanism. Then, activate it to bring the platform up to the next level. |
| 2 | Then, jump off the ledge and dive underwater. Borrow the Armor Crab's ability to destroy the nearby crack on the wall. |
| 3 | Swim upwards, surface out of the water, and look for the mechanism behind you. Activate it to raise the water level. |
| 4 | Afterwards, head back to the original chamber, and swim towards the door to your left, just across the room. |
| 5 | Enter the door, and turn right until you see the Mek enemies. Defeat them, and unlock the Exquisite Chest in the middle of the room. |
| 6 | Then, head to the mechanism nearby, and activate it to further increase the water level in the original chamber, and unlock the giant door. |
| 7 | Head back to the original chamber (that's now flooded), and pass through the giant door. Go in deeper, until you see the two Mek enemies inside a room. Defeat them to proceed. |
| 8 | Pass through the nearby hallway, and continue forward until you reach the innermost sanctum, leading to the headquarters' depths. |

| 1 |  As soon as you step inside, make a sharp turn to the left, and head to the chests. Examine the Miscellaneous Objects first. After going thru the contents of the chests, obtain The Missing Person's Possessions.. |
| 2 |  Then, walk to the right until you see a table and, stacks of bottles. Examine the bottles first. After perusing thru the bottles, obtain a bottle of Sinthe. |
| 3 |  Next clue is just a few steps away from the bottles, to your right. Examine the Experiment Table, and obtain Vacher's Experimental Records. |
| 4 |  Then, walk a bit to your right, towards the pool. Examine the Pool, and obtain Primordial Seawater Pool. |
| 5 |  Afterwards, head to your right, and Examine the Bookshelf. Once you're done reading through the report, obtain the Callas' Investigation Report. |
After obtaining the first five clues, analyze the clues you've found with Paimon. You then realize, the clues you've gotten so far aren't enought to incriminate Vacher to the crimes.
Vacher
You and Paimon decide to look for clues related to “Vacher”. Simply head to the stacks of chest again, where you first obtained The Missing Person's Possessions, and get Vigneire's Notebook after a few while.
After obtaining all the clues from the Sinthe base, race back to Opera Epiclese, and submit the most reasonable evidence to the question of Neuvillette. Select Vigneire's Notebook as your most reasonable evidence, to progress the quest.
Once things have concluded in Marcel's Trial, leave the opera house. Soon after, you'll meet a pleading Vacher, asking you to bring Marcel to the fountain plaza.
When all things from Marcel's death, and the case of Callas have dissipated, accompany Navia to his father's grave. After leaving Navia and the Iudex to their own, to talk about things, talk to Neuvillette.
