How to Unlock An Expected Plan
Complete the Prerequisites

Fontaine Research Institute Chronicles |
You need to complete Fontaine Research Institute Chronicles to unlock An Expect Plan. The quest giver will not appear at Lumidouce Harbor if you have not completed the quest.
An Expected Plan Quest Location
Go to Lumidouce Harbor
An Expected Plan is located at the Lumidouce Harbor, in the nation of Fontaine. Speak with the woman with orange hair and glasses named "???" standing near the containers to start the World Quest.
An Expected Plan Walkthrough
Go Below Lumidouce Harbor
Use the lift to go down below Lumidouce Harbor. Head down the stairs until you reach the balcony where a cutscene will play.
Defeat the Attackers
After the cutscene, defeat Chaussivert to proceed to the next objective.
Follow Chaussivert Back Onto the Ship
Follow the marker west of the harbor to find Chaussivert's ship. Approach the ship so a cutscene will play.
Find Covault Southwest of the Waypoint
Interact with the Drunkard (Looks Like a Baddie) lying down on the tall grass southwest of the area's waypoint to find Covault.
Subdue Covault
Defeat Covault in a fight to proceed to the next objective.
Follow Covault and Defeat the Mutineers
After the fight, follow Covault until you both reach the next destination. Defeat the enemies that spawn after the cutscene.
Return to the Ship
Follow the marker and swim towards the ship. Climb up the ship to proceed to the next objective.
Interpret the clues
After the cutscene, you are given a task to interpret the clues that are given to you. Select "The transported Nacker", "The major buyer from Snezhnaya", "Chaussivert, the Shadow Over Lumidouce Harbor".
Once the three clues are highlighted with a gold color, select "Loillier's boss" and press the Trigger Association button.
This creates a new clue called "Nacker and Concini". Interpret that clue and press Submit Conclusion button to complete this step.
Stealthily Follow the Couriers and Subdue Them
Follow the two couriers without being spotted until they reach their destination. Defeat them in a fight to proceed to the next objective.
Find the Shipment's Delivery Point
Follow the quest marker until you reach a hillside that has a house on top of it. As you enter the area, the objective will change to "Look for clues around the house".
Approach the entrance of the house to complete the objective and the World Quest.
