Unfinished Story is located at the Narzissenkreuz Ordo, inside the Institute of Natural Philosophy. You can only access the the Institude by doing the Aqueous Tidemarks quest first!
To go to Narzissenkreuz Ordo, teleport to the northern Waypoint located inside the Institute of Natural Philosophy, and walk forward until you reach the end of the hall. Read the book laying atop of the table to get inside Narzissenkreuz Ordo!

To unlock Unfinished Story, you must have first completed the Ann of the Narzissenkreuz quest chain in Fontaine. You must have also finished the Aqueous Tidemarks quest first to gain access to the Institute of Natural Philosophy.
Ann of the Narzissenkreuz World Quest Guide
Once you're inside the Narzissenkreuz Ordo, walk towards the main hall and Talk to Ann. It should automatically trigger as soon as you move forward!
Unfinished Story is a follow-up quest involving Ann, the Oceanid we met during the Ann of the Narzissenkreuz Quest Chain. In this quest, we get to know more about Ann's story, and her relation to the Meka dog, Seymour, whom we met during the Ancient Colors Quest Chain!
