The hidden quest is located in Merusea Village. Find Iara behind the large building near the waterfalls and speak with her to start the quest.

How to Get to the Merusea Village

Genshin - Waypoint 3 and 4 Location
You can enter the village by diving in the lake north of Elynas Statue of Seven. Once inside, simply follow the route until you see the teleport waypoint.

Genshin - Speak with Iara and Spread the Bait
After you find Iara, speak with her to find out what she's up to. Following the chat, help Iara by spreading the bait on the water. Simply approach the marker and tap the place button.
