The Lone Phantom can be unlocked by completing the "Hey, This Isn’t Pumpkin Soup…" quest at the Merusea Village in Fontaine.

Found in "A Lonely Place"

Genshin - Lone Phantom Sail Quest Location

After completing the "Hey, This Isn’t Pumpkin Soup…", you can find the quest in "A Lonely Place" which is nearby the Merusea Village. You can get start the quest after talking to the Merusine, Ahes.

How to Use the Conches to Send a Signal

Genshin - Lone Phantom Sail - Absorb a Xenochromatic Blubberbeast

Look for a Xenochromatic Blubberbeast nearby to absorb its ability and use it on the Echoing Conch. Short low notes mean that the ability should only be tapped lightly, while Long low notes mean that the ability should be pressed and held.

Go to the place Ahes mentioned

Genshin - Lone Phantom Sail - Go to the place Ahes mentioned in the Elton Trench

The place Ahes mentioned was in the underwater area of the Elton Trench. You can find Ahes beside an Echoing Conch and she will ask you to send a signal.

After sending a signal through the conch, follow the phantom ship then talk to Ahes again.

Investigate the area of interest

Genshin - Lone Phantom Sail - Investigate the area of interest by using the Echoing Conch

Use the Echoing Conch nearby to locate the areas of interest and approach them to investigate. Ahes will then ask to send another signal.

Afterwards, follow the phantom ship once more. You will have to swim up to the surface and reach the shipwreck on dry land.

Look for clues near the wreck

You can find the clue inside the giant bucket beside wooden crates with a lantern on top.

Use the Green Feather Accessory on the Wreck

If you have completed the Ann of the Narzissenkreuz Quest and have obtained the Green Feather Accessory, you can use it on the wreck to obtain the hidden achievement, Fontaine Expects That Everyone Will Do Their Duty!
