To light up a Tile, all you have to do is step on them. Step on a glowing tile again to deactivate it.

To complete this Light-Up Tile Puzzle, you can use the Phase Gate nearby to check the puzzle's hint. Basically, the glowing plates on the other side of the Phase Gate are the only ones that shouldn't be glowing on the actual puzzle.
